Groups that comprise the Administration:
Executive Management: The Fire chief , Assistant Chiefs, and Fire Marshal are the Executive Management team. The Fire Chief provides leadership, vision, and direction for SFD and receives his guidance from the elected Board. The challenge is to prepare to meet the needs of today and the unforeseen needs of the future by balancing the safety of our personnel, the response needs of the community, and the impact of these on our taxpayers.
Business Director: This is a proposed position for the spring of 2008. This position will oversee the offices of Administration, Finance, and Human Resources.
Administrative and Finance Manager: Oversees Administrative and finance departments. Monetary matters of the district are handled by this section, including payroll, accounts payable, accounts receivable, fire billing, grant accounting, asset records and facilities/equipment insurance issues for the District. The creation of the fiscal year budget, and ensuring that expenditures adhere to the approved budget and all applicable policies and procedures. The district is audited by an outside firm annually to confirm that SFD is following acceptable accounting practices and managing the taxpayers’ monies appropriately.
Ambulance Billing: Two full-time employees, an ambulance billing specialist and an ambulance billing clerk are responsible for preparing invoices generated as a result of ambulance services provided by SFD. Ambulance revenues are second only to property taxes as a major source of income for the fire district.
Administrative Lead and Administrative Assistant: This group provides clerical support to all areas of SFD. Positions within this area include an Administrative Lead and Administrative Assistant, and part time Administrative Reserves which report to the Finance Manager. They provide support to the Finance Section by working with shipping and receiving. The Administrative Lead works closely with the Assistant Chiefs and Battalion Chiefs providing clerical support. This area is responsible for many of the written materials that are developed for use either internally or externally, such as project proposals, minutes of meeting, policies and procedures, legal notices, public information, etc.
Human Resources; The Human Resource Office works directly with the Business Director and supports the mission of the District. The mission of HR is: To recruit the most talented applicants to join our team; to take care of our current employees through professional development, employee recognition/rewards, and a competitive compensation / benefit package; and to assist our employees in preparation for their retirement through financial and quality of life preparation. HR focuses on three strategies to accomplish this: 1) Represent, advise and assist employees with questions/concerns about policies, procedures, compensation, and performance 2) Establish, develop, maintain, refine, (through employee input), and communicate effectively designated administrative procedures; and 3) Consistently review best practices of other public service agencies to maintain a forward thinking posture within the organization. The HR Manager is supported by a full-time HR Assistant.
